It just outclasses the Dramiel in every way - the extra CPU means that you can upgrade to storyline mining lasers, creating epic stories of your exploits. The better powergrid means you can fit a battleship-sized missile launcher - instead of some piddly "standard" launcher to repel threats. I have chosen FOF missiles because when you're mining, you don't want to waste any of your locks on other ships.
Speaking of locks, the Sac gets an extra utility high which it can use for an auto-targeting array to let you get mining without having to target every tedious rock. I choose a 'Recusant' because this is currently an unconventional technique.
The mids are much better too - since we are not going to challenge the Dramiel on speed, we ignore propulsion mods altogether and consequently get to fit dual survey scanners! Ideally I would fit more but the mids are just too precious. Along these lines I fit a storyline ECM burst - this is valuable because it causes not just blackbirds to burst, but Falcons too - hence the "ghost" name. And in the last slot we go with a Khanid web - pricy but the extra 2km range can be handy to snag asteriods orbiting you at 14km, especially without a MWD of your own.
The lows are pure mining fantasy, we get the obligatory three cargo mods that the Dramiel has, but get to squeeze on a couple of MLUs as well. This ship is gonna be sucking up some serious ore!
Both the drone bay and the rigs are dedicated to mining as well. Since I want to mine in a variety of situations, I choose rainbow mining drones so I won't ever be caught short.
The best part of this setup is the cap stability - it can permarun everything while being hit by a T1 medium neut! If a pirate/war target tries to stop your mining by neuting you, you can just laugh at him as the lasers keep on running. With implants this will even remain cap stable under a T2 medium neut (or you could turn off the auto-targeter but that's not recommended).
It should be clear from this that if you're thinking about fitting a mining Dramiel, you should seriously stop and consider a Sacrilege instead. The Dramiel will outclass the Sac against high-speed asteroids, but with all-tank-no-speed asteroids being the current FOTM, then chances of coming across this situation on a mining roam are very slim.
Sadly, with no mining bonus and a weak capacitor the Dramiel is relegated to a PvP role.
